Ukraine's President States Russia's Leader Initiated Dialogue After Cruise Missile Discussions

Ukrainian President Volodymyr Zelenskyy asserted during his trip to the US capital that the Russian president's move to seek negotiations with Donald Trump demonstrates the Kremlin is on the defensive. Zelenskyy commented, "We can already see that Moscow is rushing to resume conversations immediately after it hears about cruise missiles." These remarks referred to recent musings about providing long-range missiles to the Ukrainian military.

Diplomatic Moves and Global Responses

A former US state department official, Dan Fried, observed, "The Russian leader is attempting to disrupt the progress toward increased sanctions on Russia." He added, "The outcome will become clear on Friday, but the likelihood of moving toward a truce by pushing Russia to engage sincerely seem to have decreased."

This situation followed the US president had recently been strengthening his language toward Russia until the recent conversation with the Russian president, which the Russian government described as "extremely open and trustful."

EU Fuel Restrictions and Market Impact

The European Union have established a mandate for fuel suppliers into the EU to prove their fuels are not sourced from Russian oil, as stated in a official guideline published on Thursday. This step is included in the EU's upcoming prohibition on purchases of fuels processed from Russian crude, which is included in its 18th sanctions package against Moscow over its military actions in Ukraine.

Market analysts noted that investment patterns appeared to be factoring in the potential reduction of India's imports of Russian oil. Several oil processors in India are getting ready to reduce purchases from Russia, with projections of a gradual decrease, according to sources familiar with the matter.

"This is a positive development for the crude oil price as it would remove a major buyer of Russian crude," commented a market analyst, noting that oil prices were steady on Thursday.

Military Situation and Energy Attacks

A large-scale Moscow's unmanned aircraft and rocket assault targeted energy infrastructure in Ukraine's eastern regions on Thursday, resulting in outages in multiple areas. Authorities in Ukraine reported that Russian forces deployed hundreds of unmanned vehicles and many of missiles, along with glide bombs.

"This autumn, the Russians use every single day to attack at our power facilities," said Volodymyr Zelenskyy, adding that attacks impacted the areas of Chernihiv, Kharkiv, Poltava, Sumy and western Ukraine.
